The intended meaning (We shall lure them) as Allah have said

The answer to the questioner about the explanatory-statement for the word of Allah the Most High: In the name of Allah, the eternally Merciful, the rewarding Merciful {And those who invalidate our signs — We shall lure them from where they know not.(182) And I grant them respite. Surely My plot is a firm stronghold.(183)}Truthful Allah the Great [Al-Aaraf] 7:182-183
Allah’s peace be upon my brother the questioner, but the luring is a counteracting slyness from the Lord of the worlds in confirming to the word of Allah the Most High: {Surely they plot with slyness ,(15) And I plot with slyness.(16) So grant the disbelievers a respite —But their respite is for little bit .(17)}Truthful Allah the Great [Al-Tariq] 86:15-17

And this verse in general is for those invalidators of Allah’s signs. Therefore, Allah causes them to parish however He pleases and with any cause He pleases. In confirming to the word of Allah the Most High: {So each one of them, We took by surprise for his sin. Of them whom We sent a gush of small fiery stones, and of them whom the shouting command of punishment to be the befalling of a huge asteroid , and of them whom We caused them to sink in earth, and of them whom We drowned. And it was not Allah Who put them in darkness of doing wrong, but they put themselves in darkness of doing wrong.}Truthful Allah the Great [Al-Aankabout] 29:40

And the reason for their destruction, is because they felt safe and sound from Allah’s slyness, and they said we would not be chastised! And Allah the Most High said: {does the inhibitors of formed villages feel safe that Our wrath would not come to them by night while they sleep?(97) Or, does the inhibitors of formed villages feel safe that Our wrath would not come to them by late morning while they hustle and bustle ?(98) do they feel safe from Allah’s slyness? But none feels safe from Allah’s slyness except those losers (who perish).(99)}Truthful Allah the Great [Al-Aaraf] 7:97-99

And Allah’s slyness is not exclusive to be only by planet of the chastisement that rains upon them fiery stones! For if He pleases to destroy them with an earthquake before that, then what falls on them are stones that are closer than the planet of the chastisement, for these stones are from their own buildings which they built with their own hands. And Allah the Most High said: {Those before them plotted,;so, Allah's coming was to take their buildings from its foundations; therefore, the roof fell down on top of them, and the chastisement came to them from where they perceived not.}Truthful Allah the Great [Al-Nahl] 16-26

And this is the explanatory-statement to the word of Allah the Most High: {And those who invalidate Our signs — We shall lure them from where they know not.(182) And I grant them respite. Surely My plot is firm stronghold.(183)}Truthful Allah the Great [Al-Aaraf] 7:182-183

Look at the word of Allah the Most High: {So the roof fell down on top of them, and the chastisement came to them from where they perceived not.}Truthful Allah the Great [Al-Nahl] 16-26. Therefore the True explanatory-statement for the word of Allah the Most High: {And those who invalidate our signs — We shall lure them from where they know not.(182)}Truthful Allah the Great. You find it in the word of Allah the Most High: {so the roof fell on top of them, and the chastisement came to them from where they perceived not.}Truthful Allah the Great [Al-Nahl] 16-26. So, why do they feel safe from Allah’s slyness those who turned away from validating and following the verses of the great Book?

And peace be upon the messengers, and All praise is due to Allah, the Lord of the worlds.
