A Rule in Truth in the Great Qur'an Proves that There is a Doer for each Action

In the name of Allaah the Most Gracious the Most Merciful. Allaah the Exalted Said
:
{أَمْ خُلِقُوا مِنْ غَيْرِ‌ شَيْءٍ أَمْ هُمُ الْخَالِقُونَ ﴿٣٥﴾ أَمْ خَلَقُوا السَّمَاوَاتِ وَالْأَرْ‌ضَ بَل لَّا يُوقِنُونَ ﴿٣٦﴾}
صدق الله العظيم [الطور]
Qur'an — at-Tûr — Verse: 35-36

The first argument against atheists is them being created. It proves that there is a doer for each action. Or were they created without a creator? Or did they create the heavens and the Earth? I would like to know the atheists' response to this question proposed by Allaah in the Qur'an
:
{أَمْ خُلِقُوا مِنْ غَيْرِ‌ شَيْءٍ أَمْ هُمُ الْخَالِقُونَ ﴿٣٥﴾ أَمْ خَلَقُوا السَّمَاوَاتِ وَالْأَرْ‌ضَ بَل لَّا يُوقِنُونَ ﴿٣٦﴾}
صدق الله العظيم [الطور].

Then, the conversation continues until atheists believe that prophet Mohammed PBUH received the Qur'an from an All-Wise and All-Knowing God, who created them, the heavens and the Earth, until they believe the truth from their Lord
